我国森林保险的现状、问题与对策

Current Situation, Question and Countermeasure of the Forest Insurance in China

探讨新形式下中国森林保险问题,对于保障林业再生产的顺利进行,推动林业的可持续发展具有重要的理论意义和深远的现实意义。但是近些年来森林保险一直停滞不前甚至出现业务萎缩的现象。作者分别从保险人、被保险人、法律和政策等层面分析了阻碍森林保险发展的因素,并从健全保险法律法规,改革现行保险体制,加强政府支持保险体制和完善保险体制几个方面入手给出政策性建议。

Probe into the question of forest insurance in China under the new form , to the harmony ensuring forestry′s reproduction, promote the sustainable development of the forestry to have important theory meaning and far-reaching realistic meaning. But the forest insurance has been stagnating and even presenting the phenomenon that the business shrinks all the time in the last few years. This text has analysed from the aspects , such as insurer , the assured, law and policy ,etc. separately that hinders the factor of forest insurance development, and start with and provide the policy suggestion from several following respects: Sound the insurance laws and regulations,Reform the current insurance system, Strengthen government′s support, perfect the system of the insurance.
