摘要
当前农民工社会管理存在的突出问题，是许多地方社会管理思路尚未摆脱城乡二元分割体制影响，对进城农民工“经济性接纳，社会性排斥”，农民工的利益、诉求难以在城市公共政策的制定中得到制度化的表达，一些城市的社会治理仍沿用管制式管理的方式。必须认同进城农民工是城镇居民，按照公平对待、民主法治的原则推进社会管理体制改革。
The prominent problems at present in the social management of migrant workers lie in the fact that the thinking of the many local social management has not cast off the effect of the city - countryside system, which accept migrant workers economically and excludes them socially; the interests and voices of migrant workers cannot find expressions in the making of city public policies ; and the social management system in some cities still adopts the controlling management system. It is necessary to identify migrant workers as urban residents and to promote the social management reform according to the principle of fair treatment and democratic ruling by law.
