摘要
本文从政府管理体制和融资方式的角度全面阐述了PPP模式,分析了英国等国在公共服务领域应用PPP模式的效果,对体育场馆应用PPP模式进行了经济学分析,提出了北京奥运场馆项目法人招标的三种融资结构;在总结北京奥运场馆项目法人招标融资结构的基础上提出在我国公共服务领域推行PPP模式的意见。
