摘要
智力外流是高技能者基于“成就需求”内因和诸多外在因素的迁移,是人力资本循其自身流动规律而追求其价值和收益最大化的必然结果。20世纪90年代以来,日益激烈的国际人才争夺使发展中国家的智力外流现象日趋严重。本文在对智力外流进行理论剖析的基础上,系统地研究了我国智力外流的新特点,并结合国情提出了应对智力外流的适宜措施。
Brain drain is the emigration of persons who have high technical ability based on “achievement demand” and lots of external factors and is the inevitable outcome of human capital abiding by flowing rules itself and pursuing maximization of value and utility. Since 1990s, increasingly international competition for talents makes the brain drain of developing countries more and more serious. Based on theoretical analysis to brain drain, this paper has made systematically research on new characteristic of brain drain in our country, and has put forward the suitable countermeasure that dealing with the brain drain, which according with the situation of our country.
