摘要
2003年4月初,课题组通过抽样调查和数据统计分析发现,农村教师队伍的现状不容乐观,表现在教师队伍总体使用效益不高而个体教学负担过重,教师队伍的学科结构、年龄结构很不合理,整体素质偏低,骨干教师流失倾向比较严重。这种现状是由薄弱的农村经济,较低的办学效益,过紧的教师编制,教师培训工作不到位等原因共同促成的。改变这一现状,应该以确保教师工资按时足额发放为关键,以扩大农村小学、尤其是村小办学规模为前提,以加强教师队伍的师德建设和业务培训为主线,以城乡教师交流为补充,做好体育学科的专任教师配备工作,坚持满足需求与提高质量并重的原则,抓住重点,系统规划,稳步推进。
Based on the investigation and data statistical analysis, at the beginning of the April, 2003, it was found that the current situation of rural teachers' team is not so good, which embodies that the general effectiveness of the whole teachers' team is not high, and the individual is overloaded; the subject structure and age structure are not rational; he teachers who are very experienced are losing. The phenomenon is due to the weak rural economy, low efficiency in the running of the school, the insufficient staff of the teachers and lack of the necessary teachers' training,etc. In order to change the current situation, it is the key point to assure the teacher's salary to be sent out in time.
