新时期城市总体规划编制技术路线的探讨

METHODOLOGY OF URBAN MASTER PLAN- NING IN THE NEW ERA

通过对新时期城市总体规划编制宏观背景的认知和1980-1990年代城市总体规划编制的评析,提出了规划与实施并行,规划沿继承、发展、保护三条主线展开,实施则对规划的法制性、政策性、市场性内容进行归类,力求科学规划、有效实施的新时期城市总体规划编制技术路线。

By analyzing the general background of urban master plan in the new era and the formula- tion of master plan from 1980s to 1990s, this paper presents a methodology of master planning through which the implementation be paid the same impor- tance as the planning itself, that is, master planning in new era should inherit former plans, be perspective- oriented and focus more on conservation of natural and cultural heritage. To improve the feasibility of planning, it suggests categorizing the contents of plan- ning relating to legislation, policy and market.
