国有企业产权改革是长期而理性的,是阶段性展开和渐次推进的。在此过程中对于不同层面的改革实践均较为有效且自始至终,但探索却是其基本性质所在。通过对国有企业产权改革政策、实践和效率进行分析,进一步阐明了这种探索的重要性以及改革现实中凸现的矛盾和问题。

The reform of the property right of state-owned enterprises is of long-term and rational, and is spread stage by stage and is pushed forward gradually. The reform practice in different layers is rather effective and from first to last, but exploration is its basic property. After an analysis on the reform policy, practice and efficiency, this paper has discussed the importance of exploration and the problems in the reality of reform.
