江苏工业结构调整的环境效应实证分析

Positive analysis on environmental effects of industry structure in Jiangsu

按照环境经济学基本原理,环境污染与经济发展主要因素之间存在密切的相关性,这些因素主要包括经济发展水平、工业结构、城市化水平、环保投资、环保科技水平及政府管制等。找出主要影响因素、掌握其作用的机理是环境污染治理的根本。分析工业结构调整对环境效应的影响机理,通过对江苏的实证分析,得出工业结构成为环境效应的主要影响因素的结论,并验证工业结构调整的环境效应机理;进而对江苏省的重污染行业结构变动对环境效应的效果进行分析,得出自1990年以来工业结构调整不利于环境污染控制的结论。因此,工业结构的优化升级是下一步制定调整战略的趋向。

According to the rationale of environmental economics, there exists relativity between pollution and factors of economic growth, including increase level, industry structure, urbanization, investment in environmental protection, science and technology level and governmental controlling, etc. Finding out the main factor and mastering its mechanism are key to fathering pollution. On the basis of analyzing the mechanism of industry structure affecting environment with Jiangsu Province as a target for analysis, the conclusion that heavy industry structure is the main factor leading to pollution is drawn and the mechanism is validated. Finally, the effect from its alteration is studied and the conclusion that the adjustment of industry in Jiangsu is harmful to pollutant control is reached. Hence, optimizing and updating becomes the new direction for further adjustment.
