摘要
针对天津市高级人才资源及其管理现状,建立了高级人才资源管理预警模型,开发了高级人才管理决策支持系统;预测了高级人才资源的供给和需求状况,确定了人才缺口,在一定程度上实现了人才预警;结合对天津市电子信息企业管理人员和技术人员的座谈和问卷调查,进行了天津市电子信息企业高级人才工作满意度、流失率及工程风险分析,对天津市电子信息企业的人才管理工作起到了指导作用。实践证明,天津市高级人才管理决策支持系统的开发和安装使用,对天津市有关政府部门的人才管理发挥了有效的支持作用。
According to the situation of talented people management in Tianjin, a set of model and designs a decision support system for the management of advanced talented people is designed. By forecasting the supply and demand of talented people, the system calculates the gap between them and establishes a personnel alarm system. Based on the questionnairy among technicians and managers from electronic companies, the relationship between (employees′) satisfaction and resignation is investigated recurred to the ALARP principle. The application of the decision support system in government sections concerned confirms its effectiveness in the management of advanced talented people.
