Research and Practice of a New Evaluation Method of Scientific and Technical Achievements

在对常用科技成果评价方法进行比较分析的基础上,提出了一套定性和定量相结合的新型科技成果评价方法。该方法采用德尔菲法、层次分析法和线性加权综合评价法形成评价模型及其评价指标体系,以对科技成果进行评价,并给出了评价模型和评价指标体系在实际科技成果评审系统中的应用实例。

Based on comparison and analysis of some popular evaluation methods, this paper puts for ward a new method to evaluate scientific and technical achievements quantitatively and qualitatively. The new method combines Delphi, analytic hierarchy process, and weighted linear complicated method to form the evaluation model and its indicator system.The paper also gives practical examples in the evaluation system of scientific and technical achievements.
