Improving the Party's Ability of Administration in Constructing Governments of the Serving Type

党的执政能力建设是在新的历史条件下保持党的先进性和维护党的领导合法性的基础。中国共产党是领导中国社会主义建设的执政党,党的执政能力应该通过政府的公共行政来体现,党的执政能力建设应该在政府能力提升之中得到实现。当前,提升政府能力的根本途径是服务型政府建设,只有通过服务型政府的建设,建立健全有中国特色的社会主义“德制”体系和“德治”模式,才能使党的执政能力建设落到实处。

The construction concerning Party's ability of administration is basic for keeping the advance and the leading legitimacy under the new historical condition. The Communist Party of China is the leading party in building Chinese socialism. Her ability of administration should be shown in the public administration of the governments. And the construction of the administering ability should be realized in the improved ability of the governments. At present, the basic way to promote government's ability is to construct governments of the serving type. Only by building up the governments of the serving type, setting up and perfecting the system and mode of governing the country with moral, can the construction of the Party's administering ability be fulfilled.
