当前我国农村发展的制度性障碍及对策分析

农业是我国国民经济的基础。发展农村经济、增加农民收入是全面建设小康社会的重大任务。“三农”问题解决的好坏,直接关系到国民经济能否持续、稳定健康发展。当前,我国农村经济的发展明显滞后。如不完善的土地制度、不健全的支持和保护体系、不完善的基层政权管理体制和落后的教文体卫事业等严重制约我国农村经济的发展。农村经济要发展、“三农”问题要根本解决必须以科学发展观进行战略思考,并进行组织创新和制度创新。

Agriculture is the foundation of our country's economy. Developing rural economy and increasing farmers income is the important point for constructing the well-being society. Whether our country 's economy can develop stably or soundly has firm relation to the revolution of the countryside, agriculture and farmers problems. At present, the development of rural economy is obviously backward. For example, the imperfect land regime, the unfair supporting and protecting system, the imperfect primary level administration and the less developed education and culture all gravely refrain the rural economy. To settle the countryside, agriculture and farmers problems completely, we must have a scientific viewpoint of development to carry out strategy consideration, organization and institution innovation.
