对绵阳民营经济发展现状进行分析后,认为绵阳民营企业发展中存在如下问题政府主管部门在观念上存在误区;市场准入方面与公有经济不在同一起跑线上;发展民营经济的政策执行难;政府有时信用缺失;民营企业社会化服务水平低;融资渠道不畅。为了发展民营经济,提出了转变政府部门观念、对民营经济实行国民待遇、建立保障制度和监督机制、转变政府职能、优化外部环境、提高民营企业家素质、解决民营企业融资问题等建议。

After analyzing the situation of the Private Sector economy (PSE) in Mianyang, to find some problems as follows in the development of PSE in Mianyang: There is misunderstanding about the government’s perception on the PSE. In entering the market, PSE hasn't the equal right as government economy. It is difficult to carry out the policy about PSE. The government is lack of sincerity. There is poor social service quality for PSE. There isn't unimpeded financing channels. In order to promote the development of PSE in Mianyang, it is suggested to change the government’s perception and give the PSE equal treatment; To set up security system and supervisory mechanism; To convert the government's function and optimize environment; To improve the private sector enterpriser's aptitude and resolve financial problems.
