摘要
中国经济能否继续保持可持续发展,首要任务就是要尽可能扩大和改善国家发展的能源基础,而石油资源的合理利用和有效开发显得尤为突出。如何解决石油供给和国民经济的持续、快速、稳定增长的问题,则成为世界各国尤其是新兴工业国家必须面对的问题。从中国在石油利益分配格局中具备的实力、能源安全、宏观调控等角度分析,认为我国有必要、也有能力构筑石油安全防线,提出了相应的建议与措施。
To enlarge and improve the energy base to the best is one for the primary tasks for Chinese industry in 21st century. How to make good use of oil resource is prominent, and that oil prices vary abruptly is not avail of the development of a country. The paper deals with the oil advantage allocation of China, and makes a conclusion that China has the power to set up an oil safety prevention system, and it also provides some suggestions and measures.
