当前我国政府经济职能转变的新抉择

New Choice for Our Government to Make in Changing its Economic Function at Present

为适应我国社会主义市场经济体制的不断完善和加入WTO后的现实要求,我国政府经济职能必须及时作出新的转变抉择,即强化政府经济职能缺位的领域、变革政府经济职能错位的领域、退出政府经济职能越位的领域。同时,为使政府经济职能得以有效发挥,还应遵循“充分发挥市场机制基础性作用,有限的政府干预与调节以及政府行为法定化”三大原则。

To get adapted to the gradual perfection of the socialist system of market economy and to meet the practical needs after being admitted to the WTO, our government should make in time a new choice for changing its economic function, i.e. to strengthen its function in areas where such function falls vacant, to reform the areas where the government economic function is misplaced and to retreat from areas where its function exceeds its powers. To ensure an effective performance of the government economic function, the three principles of “giving full play to the basic role of market mechanism, limiting governmental intervention and adjustment and legalizing governmental action” should be followed.
