民国前期新疆省议会研究

A Study on the Parliament of Xinjiang Province in the Early Republican times

民国前期(1912～1928年),是杨增新独裁统治新疆的十七年,也是民国新疆省省议会运行比较完整的一段时期。杨增新一方面控制省议会,另一方面,他又利用省议会这一民意机构来巩固其独裁统治。新疆省议会虽然成为杨增新个人统治的工具,但在代议制自身建设、维护社会稳定以及减轻民众负担等方面表现出一定的客观进步性。新疆省议会远没有发挥它代议制的功能,也有其多方面的原因。

Xinjiang was under the dictatorship of Yang Zengxin for 17 years (1912-1928) in the early Republican times and the Parliament of Xinjiang Province functioned relatively normally in this period. Yang Zengxin dominated the Parliament on the one hand and made use of this public opinion institution to consolidate his dictatorship on the other hand. Though turning into a tool for the individual reign of Yang Zengxin, the Parliament of Xinjiang Province showed some objective advancement in several aspects, such as the construction of representative system, maintaining a stable society and lightening the burden on common people. Some other reasons prevented the Parliament of Xinjiang Province from giving full play to its function of representative system.
