论中国吸纳外援、对外援助的外交关系——以邓小平的援助理念及其援助实效为视角

On China's Diplomatic Relations Concerning Receiving and Providing Foreign Aid

To diplomatic relations of receiving and providing,most of authors investigate the topic from the perspectives of the international situations'characters ,trends , the national power and status .Whereas in order to overstep the former visual angle,this paper attempts to explore and illuminate the diplomatic ideology and the substantial results of Deng Xiaoping's diplomatic ideas.So this essay chiefly elaborates Deng Xiaoping's thought of foreign aid including the concepts of active initiative and the angle of realistic national interests ,morality and justice. Meanwhile,this paper accounts for the practical results of foreign aid applying in a large scale on data and facts .Predominantly, as a developing recipient country , China have gained the actual effects since implementing reform and opening policy . At the same time,as a donor country,it is so important that China should develop international relations and associate with other countries and China will make every effort to carry out aid policy on the basis of the principles of foreign aid .Last, we should advocate adopting the measures of development assistant and building up the international orders and the international regimes and conducting the mutual benefit co-operation between the donor and recipiant countries so as to ensure the enforcement of foreign aid measures.
