Meditation and Suggestion on Current Farmland Policy Reform

农地制度改革由来已久,在追求最大制度绩效的前提下,众多的专家曾经尝试了不同的制度方案,提出了各种不同的改革观点。关于农地制度改革的种种观点都应从动态的经济发展阶段和静态的经济运行体制去考虑,而不能仅仅局限于国家和政府对土地的管理方便与否,因为土地制度的设计与安排只有适应于发展的阶段和实际运行的体制,即土地制度供给的功能符合制度需求,才能成为一种有效和交易成本较低的运行制度。

Farmland policy reform has a long history.In order to achieve the efficiency of policy,numerous experts have tried many different proposals,and presented different opinions.As no thing is certain or unchangable,these opinions and proposals should be considerd from both stationary and dynamic aspects,but should not be confined only for the convenience of the government’s management.Only when the designs and disposal of land policy are tailored to meet the land-management development stage and social needs,can they become efficient and cheap-running ones.
