摘要
旅游开发是自然保护区可持续发展的需要,但自然保护区具有较强的公益性,保护区旅游是一种有限制的、区别于其它旅游的特殊形式的活动,由于目前政府监管体制不健全,旅游开发已对保护区资源造成严重破坏,文章在对政府监管的理论分析基础上,阐述了制约保护区监管的主要因素,提出健全政府监管体系的主要对策。
It is necessary for the sustainable development of nature reserves to develop tourism.But the nature reserves possess with public welfare, tourism development in nature reserves is a restricted and special activity. Because of the limitations of present regulation system, the nature resources have been or are being destroyed as a result of tourism development.Based on theoretical analysis of government regulation,the article sets forth main factors that restrict government regulation and puts forward some countermeasures for perfecting government regulation system to nature reserves.
