党的十六届四中全会《决定》首次提出的科学、民主、法治三位一体的执政方式,是中国共产党在80多年曲折历程中探索和掌握的执政三大法宝,明确而具体地回答了中国共产党在新的历史条件下“怎样执政、靠什么执政”这一重大而又现实的问题。三大法宝的提出,标志着党的执政理念的新突破,也是当前构建社会主义和谐社会的应有之义。坚持执政三大法宝,提高党的构建社会主义和谐社会的能力,提高党的依法执政能力是关键。

Trinity ruling way of science, democracy, rule of law was put forward for the first time in the ' decision ' made by the Fourth Plenary Session Of the 16th Central Committeeof the Party. They are that the Communist Party of China explored and grasped three magic weapons in the tortuous course of more than 80 years They answer a great and realistic question clearly --' how did we rule in power, what did we rule in power by ' under a new historical condition of the CPC. Proposition of three magic weapons symbolizes a new break-through of the Party's ruling idea.And it has the meaning of building socialist harmonious society at present,too. It is the key to insist on three big magic weapons of ruling, improve the ability of the Party 's building socialist harmonious society and ruling by law .
