振兴东北老工业基地关键在于发展教育培训,不断提高工人技能.制造业发达国家企业的成功,在于有一整套使技能形成战略得以顺利实施和良好运作的制度与机构.从技能分布结构与形成模式、制约技能形成模式的制度安排等方面,研究美、德、日等国家制造业生产体制的创新与技能形成模式选择,可对振兴我国东北老工业基地技能形成模式与体制创新提供借鉴.

The crux of rejuvenating the old industrial base in Northeast China lies in developing educational training and constantly improving workers' skills. The successful experience and main features of enterprises in the countries with flourishing manufacturing industry are that they have a complete set of systems and institutions of implementing the strategies of skill training successfully and making them operating well. From the aspects of skill structure, skill training model, the system that regulates the skill training model and so on, the author researches in the innovation of the production system in manufacturing industry and the choice of the model of skill training in the United StateSGermany,Japan, etc, which can be used for reference for rejuvenating the old industrial base in Northeast China.
