Reasonable division of function in higher schools is an effective way to reconcile the conflicts between different values of higher education. Higher vocational schools have their own functions in higher education system and they should realize their functions by presenting their own characteristics in aim position, specialty provision, teaching contents, teaching methods and teaching staff.
