国家风景名胜区功能的发展及其保护利用

The Function Development of National Scenic Sites and Their Protection and Utilization

论述了中国国家风景名胜区功能——人与自然的精神文化关系发展史,包括农耕文明时代情感关系,工业文明时代的理性关系及迈向生态文明时代的伦理关系。国家风景名胜区应继承天下名山的优秀传统,与国家公园科学接轨,使之健康地迈向生态文明时代。对当前风景区中出现的错位定位、错位开发、超载开发所造成的人工化、商业化和城市化后果作了分析,并提出分区保护利用原则以及相关对策和建议,使价值较高的国家风景名胜区世代相承,永续利用。

The history of the spiritual and cultural relationship between human and nature -- the function of national scenic areas of China -- is expounded in this paper, including the emotional relationship in the farming civilization era, the rational relationship in the industrial civilization era, and the ethical relationship toward the ecological civilization era. While carrying on the splendid tradition as places of interest, national scenic sites should be put in the right course with national park sciences and make themselves enter the ecological civilization era in health conditions. The misplacement, mis-development, and the consequences of being artificial, commercialized and urbanized of the scenic areas are analyzed, and the principle of partition protection and utilization and related measures and suggestions are proposed to achieve sustainable development of the valuable national scenic areas.
