小康生态村建设问题的思考

Thought on the Construction of Moderately-better-off Ecovillages in Rural Areas

在全面建设小康社会和农村可持续发展的新背景下,客观上要求有一套能够将生态、生产和生活统筹协调起来的乡村建设思路。过去的生态村建设和小康村建设模式各有其特定的历史背景和局限性,建议将这两方面的经验和理念整合起来,构建小康生态村的新模式,以便在科学的规划指导下调整村庄布局,发展生态农业,实行农村能源改造,开展乡村环境综合整治,促进农村精神文明建设。

On the background of entirely building being well-off society and rural sustainable development, a set of rural construction ideas harmonizing ecological, production and living consider are demanded. Both ecological village and being well-off village construction models at past exist localization, we suggest to integrate them be a new model……being well-off ecological village. Under the direction of scientific plan, we should adjust village distribution, improve ecological agriculture, reconstruct rural energy sources, harness living environment and promote spirit civilization.
