联邦德国鲁尔地区经济结构危机与失业问题

The Crisis of the Economic Structure and Unemployment at Ruhr, FRG

目前,在西方一些发达资本主义国家中,都不同程度地存在着经济结构危饥,传统的重工业日趋衰弱。在这方面,西德鲁尔地区可以说是一个比较典型的例子。本文经过分析,认为鲁尔地区严重的结构性危机主要根源于50年代对煤炭、钢铁业的特别优惠政策。文章指出,某一时期的对某一行业的特别优惠政策,可能会造成若干年后的结构性危机。这一经验是值得其它处于工业化过程中的发展中国家所重视的。

At present the crises of economic structures are a common problem existing in some advanced capitalist nations in the West, though in varynig degrees. Ruhr, a region of the Federal Germany, serves as a typical case in this respect. According to the analysis of the thesis, the acute structural crisis is mainly rooted in the preferential policies to the coal and iron and steel industries in the 1950s. The thesis points out that some preferential policy in a certain period may 1ead to a structural crisis in a number of years. This experience merits the attention of the developing countries in the phase of industrialization.
