Natural Monopoly of Gas Industry and its Effective Supervision

摘要 西气东输工程表明中国天然气产业正处于一个快速发展的时期,由此也带来了一个问题,即政府是否应当对天然气产业进行监管?如何对天然气产业进行现代化的有效的监管?本文从自然垄断的理论出发,结合美国等地天然气产业监管和发展的实践,提出有效监管必须注意两点,一是监管的边界必须适应垄断边界的变化,过度监管将会桎梏产业的发展,二是监管中必须尽可能地引入竞争机制和采用激励性的监管技术。
