任何权力都具有潜在的扩张性、腐蚀性,不受约束和监督的权力,最终必然走向腐败。只有建立完善的监督机制,将行政主体的管理活动置于社会的监督之下,才能建立起一个民主的、法治的政府。

Any power has potential expansiveness and corrosiveness. A power without restriction and supervision will certainly go to corruption at last. Only by building up perfect supervisory system, and being supervised by the society during the administrative subject undertake its management activities, can a democratic and legal government be established.
