Stability Elements in Construction a Harmonious Society in Northeast Old Industrial Bases

构建社会主义和谐社会,不能一蹴而就。与传统的从人与自然关系入手研究可持续发展不同,从和谐社会构建的视角来看,社会主义和谐社会必须以社会稳定和可持续发展为前提,需要进行必要的基础设施投入。从东北老工业基地城市弱势群体生存与社会保障现状来看,需要建立一套资金筹措有力、涵盖范围广、管理模式新、可以熨平经济周期波动峰谷、维护社会稳定、实现共同富裕的社会保障体系,这也是东北老工业基地经济社会和谐运转的稳定器。

To construct a harmonious socialist society can not be accomplished in an action. Different from traditional researches on sustainable development, which are based on the relationship between human beings and the nature, the building up of a harmonious socialist society must take stability and sustainable developments as prerequisites, which need to invest in the infrastructure constructions. According to status quo of the subsistence and social security of the disadvantaged groups in Northeast old industrial bases, a series of countermeasures, that have effective fund collection steps and vast covering ranges, present new management models and are able to smooth fluctuations of economy circles, maintain social stability and achieve common well-off target, should be adopted to construct a new style social security system, which is considered as the stabilizer of a harmonious economy and society in northeast old industrial bases.
