Theory Innovation and the Reform of State-Owned Economy

随着我国改革开放实践的发展,社会主义经济理论在所有制、公有制实现形式、国有经济功能及产权理论等方面取得了一系列重大的突破和创新,有力地指导了国有经济“有进有退”、“抓大放小”的战略调整和国有企业建立现代企业制度的改革实践,促进了国有经济质量和竞争力的提高以及非公有经济的高速发展。国有经济改革的过程就是一个社会主义经济理论不断创新的过程。目前国有经济改革还有许多深层次的问题和矛盾尚待解决,这些矛盾和问题的解决需要基于实践、与时俱进的新的理论创新的指导。坚持理论上的创新是实现国有经济改革目标的根本保证。

With the development of practice of reform and opening-up of our country, we have made a series of great break-through and innovation in such aspects as ownership, way of realization of public ownership, state-owned economy function and property right theory in socialist economic theory, which instructed state-owned economy strategy adjustment of “entering in some key fields, retreating form some competitive fields”, “invigorating large enterprises while relaxing control over small ones”, the reform practice of the state-owned enterprises setting up the modern enterprise system effectively, which also have promoted the improvement of the state-owned economic quality and competitiveness and high-speed development of non-public economy. The course of state-owned economic reform is the course that a socialist economic theory is innovating constantly. There are a lot of profound problems and contradictions in state-owned economic reform to be solved at present, the settlement of these contradictions and problems needs guidance on the basis of new theory innovation of practice, growing with each passing hour. Insisting the innovation in theory is the fundamental guarantee of realizing the goal of state-owned economic reform.
