As a school of ethics, the utilitarianism ethics formed in England from the end of eighteenth century to the beginning nineteenth century. Although Betham was the real founder , his system was much rough. Mill ,the perfectist on the utilitarianism ethics inherted Betham's thoughts with criticism and developed it. the article,on one hand , want to elucidate Betham's utilitarianism ethics; On the other hand ,I try to analyse how Mill revised and developed it.
