<Abstrcat> The weak function,system barries and hard marketing are some important difficulties in present situation for the scientific periodicals.In the paper approaches to overcome the difficulties and open a new situation have been made.The conclusions are:the first to identify those periodicals importance;the second,to set their authority and to improve competativeness;the third,to creat new running system and to take an active in;the fourth,to improve the marketing;and the fifth,to approach wide cooperation.
