温州的河(河网、河流)与温州的商(商业文化与气氛)是城市特色的根。为了塑造城市特色,应科学编制城市河网整治与利用规划,重点建设温瑞塘河,塑造宜居的生活环境;构筑科学的商业网络,重点建设一个传统商业中心和一个现代商业中心,合理引导“有路就有店”的格局,塑造宜商的环境。

The root of the urban characteristics ofWenzhou lies in the rivers(including river networksand rivers)and the business(including businessculture and atmosphere)in Wenzhou.To create suchcharacteristics,it is necessary to scientifically pre-pare the planning for improvement and utilization ofurban river networks with emphasis on construc-tion of the Wenruiyang river and a suitable livingenvironment.It is also necessary to establish a sci-entific business network with emphasis on con-structing a traditional business center and a mod-ern business center to properly guide the formationof a pattern of 'where there is a road there areshops' so as to create an environment suitable forbusiness activities.
