Adjustment of Administrative Divi-sion and Perfection of Planning Management System——With Foshan as an Example

佛山市行政区划调整后,在市—区—镇三级政府中实现从垂直管理到扁平化管理的转变,政府将主要精力集中在城市战略层面的决策和全市宏观协调管理上,使各区之间由竞争关系向协同发展关系转变。同时,建立有佛山特色的“两级政府、三级管理”的城市规划管理行政架构,成立推进“2+5”组团规划建设的领导协调机构,充分发挥城乡规划对城市宏观调控管理的职能。

After the adjustment of the administrativedivision,Foshan has shifted from a top-down man-agement pattern of city-district-township to a par-allel pattern.The government will mainly focus itsattention on the decision-making aspect and on themacro coordination management so as to shift therelation of competition between districts to that ofcollaborative development.Meanwhile it is to estab-lish an administrative planning management struc-ture of 'three-level management at two-level gov-ernments' and establish a leading coordination or-ganization for planning and construction to promotethe construction of '2+5'cluster planning and con-struction so as to bring into full play the manage-ment function of the urban and rural planning overmacro-control of the city.
