国家投资体制改革后,项目投资的风险由国家转移到投资者自身,做好建设项目的可行性研究工作,具有十分重要的意义。但项目审批制取消后在投资领域暴露出一些新问题,某些企业忽视项目可行性研究,甚至不经可行性研究就盲目决策重大建设项目。应从以下几方面做好项目可行性研究:重视对可行性研究报告编制单位的选择,保证可行性研究报告的编制质量;在对投资项目进行可行性研究的同时要加强对项目不可行性研究的分析论证;在项目可行性研究报告中加大风险预测力度;重视建设项目对生态环境影响的研究,做好安全评价预测工作,实现人与自然和谐发展。

After the reform of state investment system, the crisis of item investment is transformed to the investor himself. Thus it has quite important significance to well research the item feasibility. But there arise some new questions in the investment field after the examining and approving system for item is canceled. Some enterprises neglect the study of feasibility; they even blindly decide some important construction items without studying feasibility. It is necessary to do well feasibility study work from the following respects: paying attention to choice of the unit who draws up the feasibile report and assuring the report's quality; while studying the report you must analyze and verify the respect of unfeasibility; increasing the forecasting degree of crisis while studying the report; paying attention to the item's influence on the ecological environment, doing well safety forecasting work so as to realize the harmonious development between man and nature.
