Concerning Encouraging POEs to Exploit Oversea Oil Market and Speeding up Zhejiang Province’s Pace to Build a Powerful Oil trade Province

2004年以来,国际石油价格高位波动,对世界经济产生了严重影响,石油消费和进口大省的浙江,受此影响明显。目前,我国已允许民营资本进入石油等垄断行业,并鼓励民营企业开拓海外石油市场。这对于民营经济发达,又拥有国内两大石油进口大港的浙江,是极好的重大机遇。因此,浙江省应关注石油贸易全面开放的重大机遇,变被动进口为主动经营,鼓励民营企业开拓海外石油市场,加快构建石油贸易大省。

The international oil price fluctuations at a high-level have had a severe impact on globaleconomy since 2004. The influence on Zhejiang’s economy is obvious, because Zhejiang province imports andconsumers so much oil and gas every year. The government of China has permitted private-owned capital toinvest some monopoly industries, such as oil industry, and encourage the private-owned enterprises to exploitoversea oil market. The government’s policy provides a good opportunity for Zhejiang province to develop oiltrade, because of Zhejiang having developed private economy, and two big oil import ports. Therefore, Zhejiangprovince should pay attention to this policy opportunity, vigorously develop oil trade, change passively importoil to actively management oil, encourage the local private-owned enterprises to exploit oversea oil market,speed up our pace to build a powerful oil trade province.
