国外农村劳动力转移教育培训的经验借鉴

Experience Reference of Education and Training During Rural Labor Force Transformation In Some Foreign Countries

This paper explores the experience of education and training for rural labor forces transformed in the process of urbanization in some foreign countries. The paper especially reviews the history of government policies and interference into rural labor force transformation in developed countries like Western Europe, US, and Japan since the 1960s. The root cause for benign labor force transformation was identified based on the analysis of experience in both developed and developing countries. The paper proves that improving basic rural life and increasing skills and quality of rural labor force through science, technology and education is an important factor in guarantying the realization of benign labor force transformation.
