西部林业投资状况分析——1994至2003年西部林业固定资产投资分析

20世纪90年代以后,在党中央、国务院对西部林业的高度重视下,西部林业投资呈快速增长势头,特别是1998年以后,国债资金和中央财政专项补助资金的大量注入,西部林业投资总量达到了建国以来的历史最高水平。一方面数据收集存在较大困难,另一方面为了使分析更有代表性,我们主要分析市场经济时期资金投入在西部林业中的作用。选择1994年至2003年,并以1998年为界,分前后两个时期分析林业投资的特点。固定资产规模的变化最能说明林业建设资金的投入规模状况,因为固定资产是各种建设资金投入的最终凝结。如2003年林业系统实际投入各类建设资金471.33亿元,而林业固定资产投资为407.28亿元。占比为86.41%,而且固定资产投资数据比林业投资要完整的多,因此,本文中主要分析固定资产投资总量、来源、结构状况。

After 1990s, for the great attention of the Central Party Committee, the State Council to the western forestry , the western forestry invest have grown very fast, especially after 1998, with a large amount of national debt fund and state revenue project subsidy fund, the western forestry's aggregate investment has reached all - time high since the foundation of the state. On one hand there is greater difficulty in data collection, on the other hand in order to make the analysis more representatative, we mainly analyse the role of fund input into western forestry during market economy period. We divide the period from1994 to 2003 by 1998, and analyze the characteristic of the forestry invest in the respective period. The change of the scale of the fixed assets can state the input of forestry's construction fund mostly, because fixed assets are the result of different construction funds invested finally. We know in 2003, 47. 133 billion yuan of all kinds of construction investment had been put into by forestry's system, while the investment in fixed assets of forestry is 40. 728 billion yuan, accounted for 86.41%, and there are more investment data of investment in fixed assets than forestry invest, so we mainly analyze the aggregate investment, sources, structure of the fixed assets.
