建筑市场发展迅猛,质量把关急待规范。工程监督与监理应运而生,但监督与监理在工程建设施工过程中所发挥的作用是不同的,二者有严格意义上的区别。监督是代表政府行为,从宏观上监督施工企业、监理企业、建设企业的经营行为;监理是企业行为,是依据与建设企业所签的合同,通过“三控、两管、一协调”,从微观上对施工企业进行监督管理。

The architectural market is developing fleetly. It is urgent to normalize quality check. So the supervision and management of the project arose accordingly. But the supervision and management take a different role during constructions. They have rigid difference. The supervision of project represents the behavior of the government. It supervises the work of constructing company, manage corporation and the enterprise grandly. In contrast, the management represents the company behavior. It supervises and manages the working company according to the contract in microcosmic field by 'Three control, Two management and One Harmony'.
