从政权的运用角度,即政权是否实行权力的分立和彼此制衡这一尺度,政府体制或政府制度大致可分为专制政体(或政制)和共和政体(或政制),这两种政府制度分别有其特定的精神理念、典型类型及其内在涵义。
The first dissertation in this thesis is the signification and attributes of regime, on such a basis, from the viewpoint of regime-handling, i.e, whether the power is divided, restricted and balanced or not, the government system or government institution is basically set off despotism regime and republic regime, then, in such two government institution, the spiritual thoughts, the typical types, the inner meanings and the main characters are concretely analyzed and value-estimated separately?
