“引咎辞职”被作为一种制度安排引入我国,一些地区和部门相继制定了一些规定、办法,并有一些官员因失职失责而引咎辞职。其实,引咎辞职不仅仅是一种制度安排,它还内含着道德自律因素,是制度安排与道德自律的统一。要完善引咎辞职制,从道德上来说,主要就是要提高官员的责任心,培养官员的良心和羞耻心。

“Bearing the blame and resigning”,as a system arrangement,has been introduced into our country.Some regions and departments have worked out some regulations and methods successively and some officials have resigned from their office because of their neglecting of their duty.In fact,“bearing the blame and resigning” is not only a system arrangement,but it contains the moral self-discipline.It is the combination of system arrangement and moral self-discipline.In order to perfect the system of “bearing the blame and resigning”,morally,we should improve the officials’ responsibility and foster their conscience and sense of shame.
