按照教学和科研发展规律,对行政权和学术权科学整合,形成新型二元权力分离、学术权力为主的管理模式,可以提高高校运转效率。在实施中应注意:规范行政权力,确立学术权力,建立新型学术组织形式,充分发挥学术权力的作用。

<Abstrcat>In order to enhance the functional efficiency of higher education,academic power should be strengthened,the reform and innovation of the administrative mechanism should be deepened.In addition,emphasis must be put on the harmonious development of the academic and administrative sections so as to set up a management pattern centered on academic power.Measures should be taken during the process of transformation:standardization of administrative power;determination of the role of academic power;establishment of new forms of academic organizations to bring academic power into full play.
