摘要 产生于20世纪80年代的“新公共管理运动”,既是一种重要的实践活动,又是一种新的行政理论。它对当今各国政府的改革正产生着重要的影响,但它并不是一成不变的标签,相反它在理论形式上具有多样性,在实践中也面临许多冲突。新公共管理的指导原则更多地来自于对再造政府实践的总结和提炼,即使其基本的改革导向,也在不同的国家产生了不同的结果,而且新公共管理在行政控制及维护民主责任等方面也面临挑战。这一切都意味着新公共管理不会成为一种统一的、具有普适性意义的行政模式。 The new public administration coming forth in the 1980s is not only an important practical activity, but also a new administra tion theory. It has imposed important impacts on many governments. However, it i s not an unchangeable label; instead, it has multiformity in theories and faces conflicts in practice. The instructive principles of the new public administrati on mainly come from the summarization and abstraction of the practice of reconst ruction of government. But the basic reform direction bring out different result s in different countries. Furthermore, the new public administration faces chall enges in controlling administration and maintaining democratic responsibility .A ll the above implies that the new public administration will not become a unifor m administration pattern which has universal sense.
