论建立中国农村社会养老保险制度的紧迫性

On the Urgency of Establishing Social Basic Old-age Pension System in Chinese Rural Areas

当前我国正在大力提倡科学发展观,构建和谐社会,讲求社会公平。社会保障目前的情况却是城乡收入差距日益扩大,城镇社会养老保险制度日趋完善,而农村社会养老保险却处于认识大讨论阶段。随着中国进入人口老龄化阶段,中国农村的老年人口的比例在不断加大,农村青年一代思想观念的转变,传统的“养儿防老”观念正受到冲击,农村以家庭养老保障为主要形式的养老现状和前景堪忧。由于以上种种原因,在农村建立养老保险制度已刻不容缓。

Our country is advocating the scientific development view in a more cost-effective manner, structuring the harmonious society and stressing social fairness, especially in social security. The present situation is that the income gap in urban and rural areas is increasingly expanded,and urban social basic old-pension insurance is steadily improved while rural one is at the stage of knowing and discussion. As China enters aging stage, the old population in the countryside of China is constantly increased.With the transition of ideological change of rural young generation,the traditional idea—raising sons to support parents in their old age is being assaulted,and the current situation ard prospect of supporting parents in rural areas are not satisfying.Therefore,it is very urgent to establish basic old-age pension system in the countryside.
