摘要
1953年至1957年实施的第一个五年计划,是我国改革开放以前经济效益最好的五年计划。这个计划从制订到实施,陈云都发挥了重要领导作用。在全党都缺乏经济建设经验的情况下,陈云遵循实事求是精神,一切从中国国情出发,探索和解决在推行计划管理和公有制过程中出现的问题,提出了许多在当时具有创新意义的思想和政策。这些思想和政策不仅在当时对于消解经济波动和社会主义改造所遗留的后遗症起到了重要作用,而且为后来中国的经济发展和改革开放积累了宝贵经验。
The First Five-year Plan (1953-1957) was the best among all the five-year plans implemented before the initiation of reform and opening-up. Chen Yun played an important leading role from drafting to implementation of the plan. When the whole Party lacked experience in economic construction, Comrade Chen Yun, in the spirit of seeking truth from facts and proceeding from the actual conditions in China, delved into and solved problems cropping up in the introduction of planned management and public ownership. He put forward a lot of ideas and policies with innovative significance at that time. The ideas and policies played an important role not only for eliminating the economic fluctuations and overcoming the aftereffects of the “four overdoings” during the socialist transformation, but also for the economic development and the reform and opening-up in China later on.
