论公安行政执法中存在的不作为问题

近年来,公民对民警行政执法中不作为问题的投诉呈逐年增加之势,在行政诉讼中,诉公安机关不作为的案件也明显增多。公安行政执法中的不作为侵害了公民、法人和其他组织的合法权益,损坏了公安机关的形象,公安机关必须切实防止和解决行政执法中的不作为问题。

The citizens' complaints about the police's acts of omission in administrative enforcement of law have increased year by year and the cases proceeding against public security organs for their acts of omission increased markedly in administrative litigations. The acts of omission in public security administrative enforcement of law invaded the legal rights of the citizens, artificial persons and other legal organizations and they also took away greatly from the public security organs' image. So the public security organs must practically prevent and settle the problem of acts of omission in administrative enforcement of law.
