我国当前干群关系表现为有限的合作和局部的紧张。干群矛盾的本质是利益矛盾,越往基层情况越不容乐观,其主要原因在于市场化改革与制度不完善。由于改革的深化和中高层干部的制约,干群关系处于不断调整之中。
