欧战爆发给日本侵占东南亚提供了绝好的机会,但由于日军主力深陷对华战争的泥潭,无法抽身南进,于是日本在一个时期只得采取以外交手段为主,谋求各个击破的南进措施。由于法国自顾不暇,成为日本首先欲突破的对象。法国先是采取拖延时日的策略,一度顶住了日本的外交攻势。至法军对德全线崩溃,法国维希政权成立时,法方已无力与日本周旋,只得全面接受了日本侵占法印的要求。
