阻碍农民收入增长的三大制度因素及其变革设想

Reform of the Three Institutional Barriers to the Income Increase of Rural Households

农民收入问题作为“三农”问题的核心主要表现为农民收入增长缓慢且与城镇居民收入差距进一步扩大。造成这种局面的制度因素主要是土地制度的不完善、教育制度的不合理和社会保障制度的缺失。相应地,必须对这几项制度进行改革,使农民收入实现持续、稳定增长,从而推进城乡经济协调发展。

The topics of rural, farmer and agriculture are all related to a core problem: low increase rate of income of rural households and increasingly widening of the gap of the incomes of rural households and urban residents. The problem is mainly derived from three institutional factor: the faulty land system, the unreasonable education system and the shortage of social security for rural households. These institutional barriers should be overcome by reform for the continually and stably income increase of rural households and for a harmonious development of rural economy and urban economy.
