建构高校固本强基工程长效机制体系初探

Thoughts on Building up the Operating Mechanism of Lasting Effect for Consolidating the Foundation in University

“固本强基工程”作为“一把手工程”实施一年多来所取得的成果众人瞩目,但在此基础上巩固现有成果也日益凸显并迫在眉睫.笔者试从高校实施固本强基所取得的成果入手,努力从制度、组织、教育和管理四个方面切入,其中制度机制是坚强保障,组织机制是关键和核心,教育机制是有效载体,管理机制是重要手段,四者紧密联系、不可分割,共同建构起高校固本强基工程的长效机制体系.

Since 'the foundation-consolidaling project'as 'the head's project'started,remarkable achievement have been made in the past year or more.Now how to consolidate the result achieved has become an extremely urgent task. The author tries to explain it from the four aspects of rule,organization,education and management,amony which the rule is a strong safeguard,organization is a key,education is a valid media,and management is a very important method.They are closely linked with each other in building up the operating mechanism of lasting effect for consolidating the foundation in university.
