公平与效率视域下的“三农问题”探讨

Analyzing the Agricultural,Rural and Farmers Problems from the Theories of the Equity and the Efficiency

从经济哲学理论方面来看,三农问题的实质是公平和效率的问题。改变我国现行的“效率优先,兼顾公平”,倡导“公平与效率并重”的原则,三农问题才能够得到有效的解决。三农问题的核心是农民问题,关键是农民增收,在现行的政策、制度的基础上加大对农民的扶持力度,使农民的收入有较大的提高,这是解决三农问题的根本所在。

Seeing from economic philosophy theories aspect, the substance of the agricultural,rural and farmers problems are the problem of the equity and the efficiency. Change the current principle'the efficiency has the initiative,looking after both sides the equity',initiate' the equity lays equal stress on with efficiency' of principle, the problems can be solved effectively. The core of the problems are farmers problems, the key is a farmer to increase to accept. On the current policy and institutional foundation, the government must enlarge the supports to the farmers, making farmer having the bigger income, which is the root to resolve the agricultural, rural and farmers problems.
